Fully cooked dombolo (steamed bread, also called ujeqe) in small amounts is generally low risk, but the raw dough before steaming carries the same real danger as any raw yeasted dough.
Once fully steamed and cooked through, dombolo carries no more risk than any plain bread — see our bread page for the general caution around empty calories. Raw dombolo dough, before it's steamed, carries the same dual risk of continued yeast fermentation and gastric expansion covered in detail on our bread dough page, since it uses the same yeasted dough base.
